BOZEMAN, Mont. — June 25, 2026 — BlueLine Development and its partners officially broke ground on Rocky Mountain Flats, a landmark $109 million affordable housing development that will bring 296 affordable homes to Bozeman and is the largest tax credit bond-financed housing development ever undertaken in Montana. As Montana’s largest tax credit bond-financed housing development and one of the state’s largest affordable housing investments, Rocky Mountain Flats marks a major milestone in addressing Montana’s growing housing shortage while substantially expanding the supply of income-restricted housing in the Bozeman region.
Rocky Mountain Flats will offer a mix of one-, two-, three-, and four-bedroom apartment homes designed to serve working families, individuals, and households increasingly priced out of one of Montana’s fastest-growing housing markets. Serving households earning between 30% and 70% of Area Median Income (AMI), the development will provide high-quality, affordable housing options for residents at a variety of income levels. Upon completion, the community will help expand long-term affordable housing opportunities for nearly 300 households in the Gallatin Valley.
The project is being developed by BlueLine Development, a Missoula-based affordable housing developer, with Human Resource Development Council of Bozeman serving as the nonprofit general partner. Financing for Rocky Mountain Flats was made possible through a partnership among Enterprise Community Partners, JPMorgan Chase, the Montana Board of Housing, Impact Development Fund, and the Montana Department of Commerce.
